Jim Heilman Back From Afghanistan

Jim Heilman, former Albemarle County Registrar (and now self-proclaimed registrar to the world) has just returned from Afghanistan, where he was working with the new Afghan Election Commission. Despite the re-emergence of the Taliban and continued fighting among various warlords, voter registration for the Afgahn people began on December 1, 2003.
