Certainly, if public business was to be discussed among the participants, FOIA would be implicated and you could not have more than 2 councilors in the room during the discussion of the public issue. As I understand FOIA, however, it does not generally apply to "political meetings"(otherwise no more than 2 councilors could attend city Democratic committee meetings, political campaign meetings, or nominating conventions), so I guess it all depends on how one would define the meeting and what was actually discussed there.
