Racial profiling can carry along with it a false certainty that an Al Qaida terrorist will be Middle Eastern. There are Al Qaida members in the Philippines who have kidnapped and murdered Western tourists there, and for all we know there may be affiliate members in Indonesia in the more radical Aceh or on Java-- or elsewhere, in another country. We can't know for sure that the next attempts, if they are made, will be by Arabs.
