I guess it's time to pull out Voltaire's words about disagreeing with what you say, but defending to the death one's right to say it. Of course, the police violate freedom of speech when they prohibit it using the excuse of noise being a nuisance. Our lives are filled with nuisances not of our own choosing, but who can prohibit them without violating the right of free speech?
