is proposed legislation initiated by congressional Democrats to ameliorate
the Supreme Court's Citizens United decision. Under the law, ads by shell
organizations are required to identify the five largest contributors to
the sponsoring organization; if a corporation sponsors political advertising,
the CEO must appear to 'stand by' it. There are additional transparency
measures, and there's a ban on sponsorships by foreign corporations.
The exemption was initially drawn to benefit only the NRA, which lobbied
for it, but under fire it was expanded so that a few others, such as AARP,
are also included--although they did not seek the exemption.
