George, I'm not a resident of Charlottesville, however, I consider myself a resident of life. What a joy it would be to hear that the city would spend its surplus of funds to promote better care for the elderly and helpless. Give some of the money to JABA. Hiring more teachers could be another reasonable use. And what about our ailing infrastructure? I suspect that those ideas would easily use up the surplus. Cities and municipalities will thrive when the needs of the citizens are met. We all benefit when the least of us are served. If there is any left over, it would be great, absolutely wonderful to hear that those who labor in nursing homes would get a big bonus for their hard work; the nurses aides.
