"In 1990, Gov. L. Douglas Wilder declared February 9th "Rosa
Parks Day in Virginia." She came to UVa on that day to accept the Governor's
proclamation and to give a speech. I conducted a voter registration site,
along with Deputy Registrar Dolores Scott of North Garden, in conjunction
with the speech. (Mrs. Scott went on to become the first African American
woman to serve as a Chief Election Officer in Albemarle County -- a job
she still performs at the North Garden precinct.)" (Jim Heilman,
