Notes: Registered Voters as of April 10, 2004. Registrations later than that date were not eligible to vote in this election.

Included in the totals for Brown, Hamilton and Lynch are seven votes each, recorded outside the polls. This is governed by Virginia Code 24.2-649, "Assistance for certain voters."

The total number of votes not cast that could have been cast, i.e. the undervote, was 1,172 [(5340*3)-14,848) or 7.33% of the total vote. Because some voters double- or single-shotted, the number of actual total votes cast was 14,848 or 2.78 votes per voter in a 3-seat race.

The percentage of registered voters who actually voted was 26.9%. This compares with 28% in the last race for three seats on council four years ago.
