I am a former UVA graduate that has moved out of the area. I also have parents who live in the Lynchburg area who complain about Charlottesville traffic. As someone who does not live there anymore, I was wondering what people's motivations were against the bypass and the motivations against alternatives to the bypass.

Would people be against putting barriers up to divide traffic( two thru lanes to the left, four lanes to the right)? They could block the intersections and have overpasses at two or three points. It may be annoying for local traffic to essentially make U-Turns over the overpasses.

I guess what I am asking:

Are people so worried about the environment and money, that they would live with the inconvenience of U-Turns at a few overpasses?
