I agree that increased sanctions which motivate treatment are called for in cases of exhibitionism and voyeurism. It has been my experience, that while exhibitionism or voyeurism may not lead to other crimes, persons suffering from these illnesses often have other significant personality issues that impact those in their lives, particularly family members.

The impact on the victim should not be minimized and anything that can be done to prevent another person being victimized should be done. Unfortunately, denial is often the biggest hurdle in getting offenders to seek help.
