Mr. Loper:

The City of Charlottesville has always appeared to limit its diversity on City Council. This is not limited to the Council. The Ch'ville PD and other departments seem to limit their intake of women, minorities, etc. in the higher level positions.

The City is so powerful and influential people fear for their jobs, etc. to challenge this. Information on the City of Ch'ville's discriminatory practices are well know within the "good old boy" system and documents of emails, surveys, etc. are available.

Ch'ville police department and other departments had issues with diversity in leadership roles, and throughout depts. City Council never addressed any of those issues when in 1998 April they were presented to them. Apparently, they have a sense that they are untouchable.

I feel that the City of Ch'ville and council members need to change to represent the
community not members of Alb. Cnty. that say they reside in Ch'ville because of property ownership.
