Speaking of the Vision Statement, I've been meaning to ask Council about this one:

"Creating opportunities for community members and their families to reach their full economic, social, and cultural potential,"

1. Which family members of "community members" are not themselves members of
the community?

2. What separates "cultural potential" from "social potential?"
