George, The reason why I support the constitutional amendment regarding claims of actual innocence is a no brainer. People should have the opportunity to introduce evidence that will prove that they have been wrongly convicted. No innocent person should be forced to remain in jail for procedural reasons when their innocence can be proven. I support the second constitutional amendment because I believe that the localities know better than the General Assembly whether or not they can afford to exempt property from taxation. By giving localities this power, they also are directly responsible for any fallout caused by the decision. The GA is out of it. Mitch Van Yahres (electronic mail, August 22, 2002).
