Family Life Education: Ten years ago, the Virginia General Assembly passed legislation prompting the State Board of Education to mandate Family Life Education in the public schools - including age-appropriate sexuality education. In 1997, new appointments to the State Board of Education rescinded the statewide program. In 1998, the General Assembly passed Senate Bill 206 that reinstated the Family Life Education program. Governor Gilmore vetoed the measure.

"Informed Consent": Virginia law already includes a general "informed consent" clause for medical procedures. In addition, there is a second informed consent statute pertaining solely to abortion procedures. In 1999, anti-abortion groups attempted to amend this second statute to require the presenting of scripted information designed to discourage abortion. The measure (House Bill 2108) also mandated a 24-hour delay once the scripted information is presented by the physician or a registered nurse. The bill passed in the House before being defeated in the Senate Education and Health Committee.

Hospital Regulations for Clinics: In Virginia, abortions beyond 12 weeks of pregnancy must be performed in hospitals. Over 90% of abortions in Virginia are performed at or before 12 weeks of pregnancy - primarily in free-standing clinics. House Bill 749 would require all medical facilities providing 25 or more abortions a year to become hospitals and meet stringent hospital standards including large operating rooms and hospital-sized corridors. Currently, none of the clinics in Virgmiia can meet the architectural requirements necessary to be a hospital. The measure passed in the House before being defeated in the Senate.
