As to actually dealing with arrogant and destructive ungulates within the City of Charlottesville (oh, no, don't shoot Bambi!), we learn that the Virginia Department of Game & Inland Fisheries will give you a temporary Kill Permit. Call the Region 4 office in Verona (540) 248 9360 to broach the subject, and they'll schedule an inspection on your premises. You show them the damage and they'll decide whether and for how long you will get a bow-hunting permit to kill deer without antlers, with no regard to season. You ought to consider what you will do with the carcass--there are butchers in the area who specialize, or donate to Hunters for the Hungry.

In less urban areas, there are regular hunting seasons, and you can get the above-detailed kill permit, including the use of firearms, for out-of-season predation.
